I understand that this is a politically sensitive matter, which is why no prosecutions. If Obama went after the CIA, or even the Bush Adtminsiration it would likely destroy any hope of getting other important legislation passed.  He has to make the politically astute decision.But I'm wondering if, let's say, the American Bar Association could disbar Jay Bybee, now a sitting Appeals Court judge?
