While Thailand’s pro-cannabis Public Health Minister, Anutin Charnvirakul, just insisted to Thai media that hashish just isn't narcotic and even asked authorities to let residents grow and sell hashish as it is one other method for individuals to earn extra revenue, the Narcotics Control Board simply held a press convention yesterday saying that yes, it is still a narcotic. And only Thai citizens who have permission from the federal government can develop cannabis, so long as it has low traces of the psychoactive element tetrahydrocannabinol, or THC.
